16 Students from 7 States have successfully attended a three-week PBN Procedure Design Course. The course was conducted at the FPP Office, Beijing on 2-19 Sep 2014. The course is based on ICAO PANS-OPS and conducted to support States in developing their procedure design capacity. The course also aims to support ICAO's global PBN implementation goal as indicated on the ICAO 2010 Assembly Resolution.

ICAO PANS-OPS Initial Course

ICAO PANS-OPS Initial Course – The course was conducted at the FPP Office, Beijing on 14 Jul - 08 Aug 2014. Twenty Four(24) students from nine (9) States/Administrations successfully attended the course. The course was based on ICAO PANS-OPS and conducted to support States in developing their procedure design capacity by providing fundamental knowledge regarding procedure design to the students. The instruction consists of lecturing, progress tests, examinations, and group exercises.


16 Students from 5 States have successfully attended a three-week PBN Procedure Design Course. The course was conducted at the FPP Office, Beijing on 6-23 May 2014. The course is based on ICAO PANS-OPS and conducted to support States in developing their procedure design capacity. The course also aims to support ICAO's global PBN implementation goal as indicated on the ICAO 2010 Assembly Resolution.

ICAO PANS-OPS Initial Course

ICAO PANS-OPS Initial Course – The course was conducted at the FPP Office, Beijing on 11 Feb-07 Mar 2014. Twenty Six(26) students from nine (9) States/Administrations successfully attended the course. The course was based on ICAO PANS-OPS and conducted to support States in developing their procedure design capacity by providing fundamental knowledge regarding procedure design to the students. The instruction consists of lecturing, progress tests, examinations, and group exercises.


The 5th Steering Committee meeting

The 5th Steering Committee meeting of Flight Procedure Programme (FPP) was held on 17-18 December 2013 in Beijing, China, hosted by the ICAO Asia and Pacific Regional Sub-Office (RSO). A total of 24 participants from 8 Active Participating States, ICAO and IATA attended the meeting. Opening Address were provided by Mr. Yoshiki Imawaka, Regional Deputy Director of ICAO Asia-Pacific Regional and Mr. Noppadol Pringvanich, the Chief of the ICAO RSO. Capt. Yang Honghai from China was nominated to be the new Executive Chairman of FPP and on 1 January 2014, Mr. Xiao Jing, the deputy Chief of ICAO RSO will serve as the Programme Manager of FPP.


On 9-13 November 2013, 16 Students from 4 States have successfully completed the newly developed Procedure Design Refresh Course focusing on Vertical Guided Approach. The course was developed in supporting the ICAO Assembly Resolution urging States to implement Approach with Vertical Guidance to all instrument runway ends. The topics covered by this refresh course include review of RNP APCH with Baro-VNAV, ILS including discussions on advanced topics such as PBN-ILS connection, PBN Airspace Design, Continuous Descent Operation (CDO) and Continuous Climb Operation (CCO).

59 and 25 international participants from States within the Asia and Pacific Regions attended the ICAO/IATA PBN Airspace Design Concept and Planning Workshop and PBN Operational Approval Course in Bangkok, Thailand hosted by DCA Thailand and AEROTHAI on 18-29 November 2013. The two trainings were part of the PBN Go-Team Visit to Thailand and were made possible by cooperation between ICAO, IATA and CANSO.

23 Students from 11 States have successfully attended a three-week PBN Procedure Design Course. The course was conducted at the FPP Office, Beijing on 3-20 Sep 2013. The course is based on ICAO PANS-OPS and conducted to support States in developing their procedure design capacity. The course also aims to support ICAO's global PBN implementation goal as indicated on the ICAO 2010 Assembly Resolution.

The ICAO Asia and Pacific Regional Sub-Office (RSO) was inaugurated on 27 June 2013. The ICAO FPP was integrated into the RSO and co-located at China Service Mansion, Beijing Capital Airport. For more information, please click here.
